“Clinton’s failure to respond to the unprovoked attack on our military simply emboldened al Qaeda to up the ante — to strike civilians in America’s homeland on 9/11. This is not the fictional conclusion of some ABC script writer out to embarrass the Clinton Administration.  The 9/11 Commission, discussing Bin Laden’s anticipation of a U.S. military retaliation, paraphrased a source as saying that “Bin Ladin wanted the United States to attack, and if it did not he would launch something bigger.”  The Commission also pointed out how the “attack on the USS Cole galvanized al Qaeda’s recruitment efforts.”  As one member of the State Department who was disappointed that no military action was taken at the time sadly prophesized “Does al Qaeda have to attack the Pentagon to get their attention?”.  (The 9/11 Commission Report, Chapter 6, pp. 191, 196).   

Here we have the most dramatic illustration of why the ‘law enforcement’ approach to fighting the Islamic-fascists does not work. The enemy laughs at us and exploits our weaknesses to kill more of us. Yet the liberal opponents of an aggressive war against the Islamic-fascists are still hung up on following all legal formalities, which they regard as more important than saving innocent lives.”
